The Black River Action Team has been connecting people to the Black River since 2000 as a thriving grassroots nonprofit organization based out of Springfield, Vermont. B.R.A.T. provides education and resources to help community members and visitors discover, enjoy, and care for the Black River watershed. History
Founded in 2000 by local resident, Kelly Stettner, as a one-time river cleanup, the Black River Action Team has evolved into a thriving all-volunteer organization. In addition to ongoing trash cleanup efforts, B.R.A.T. conducts regular water quality monitoring, hands-on educational events and pragmatic projects to address everything from stormwater to native vegetation.

The Black River watershed in Vermont is located in the southeastern part of the state, primarily within Windsor County. It empties into the Connecticut River and covers approximately 202 square miles. Key towns within the watershed include Ludlow, Cavendish, Reading, Plymouth, North Springfield, and Springfield.


Kelly Stettner, Founder
Kelly Stettner is the founder and director of the Black River Action Team, a grassroots organization based in Springfield, Vermont, dedicated to protecting and restoring the Black River and its watershed. A lifelong lover of water, Kelly has been captivated by rivers, streams, wetlands, and lakes since childhood. Raised in rural southern New Hampshire and rooted in southern Vermont since 1988, she discovered her true calling at age 30—mobilizing her community to care for local waterways through hands-on stewardship and education.

Under her leadership, Black River Action Team has grown from a solo effort into a respected force for environmental change, inspiring volunteers of all ages to roll up their sleeves and make a difference. Kelly’s passion, persistence, and deep connection to nature continue to drive the organization’s mission forward.

Currently, Kelly leads efforts in river cleanups, stormwater management, floodplain restoration, water quality sampling, and community education events. Her vision for the future includes expanding youth engagement opportunities, strengthening regional conservation partnerships, and building long-term sustainability for the organization—ensuring that the Black River remains a thriving and healthy resource for generations to come.
